FAQ: What does the message "WRT_8165 - TIMEOUT BASED COMMIT POINT" in the session log mean?
Answer

The writer thread may accidentally cause DTM deadlock. When it does so, it will wait for a minute and then issue an emergency timeout based commit regardless of the session's intended commit behavior. Previously, this type of commit was silent, now it will print a message in the log. If this message appears a lot in the log then the writer deadlock issue is a serious performance concern.

This can happen if the DTM buffer settings are set lower than what is needed.

More Information
This is an informational message. However, if there is a significant delay in running the session, or if this message appears frequently, it would be useful to check the memory settings for the session, and the resource usage and capacity of the host.
