Data Integration Service (DIS) stuck in 'always Starting Up' state in IICS
Problem Description
In IICS, Data Integration Service (DIS) stuck in 'always Starting Up' state. Upon checking the Agent core :

2019-01-18 10:13:36,318 CST ERROR [agentAuditLogger] - [AGENT_10023] AgentCore dependency download error. Error [ Connection refused: connect ]
2019-01-18 10:13:36,318 CST INFO [com.informatica.saas.infaagentv3.agentcore.appspec.client.utils.PackageDownload] - getPackage retry attempt [10] wait time [600] seconds, error: [Downloading file from [] failed with error [Connection refused: connect]]
​This issue occurs when the agent tries to download packages, but some of IP addresses are not whitelisted for Package Dependency Manager.

One can verify by clicking on the download link from the browser to confirm if the IP address for Package Dependency Manager are whitelisted or not.

Example: (paste the link on browser and see if you are able to download)
​To resolve this issue, check with the network team to whitelist the IP addresses for Package Dependency Manager.
