Problem Description
EDC fails to start with the following error:

RuntimeException: Could not connect to MRS with the provided configuration
Cause
This issue is caused by the MRS repository content being deleted and empty.
Solution
Either create MRS repository or restore from backup to resolve this issue.

To create a Model Repository Service, see the Application Service Guide, Model Repository Service chapter, Create a Model Repository Service section.

To restore a Model Repository Service, see the Application Service Guide, Model Repository Service chapter, the Application Service Guide, Model Repository Service chapter, Model Repository Service Management section, and reference Model Repository Backup and Restoration subsection.

Or from the Informatica Command Reference, see the infacmd MRS Command Reference chapter,
CreateContents section to create an MRS repository
or
